PEMANFAATAN TEKNOLOGI INFORMASI UNTUK MENDUKUNG UPAYA PENINGKATAN KAPASITAS KONSULTAN LOKAL DALAM MENANGANI PROYEK PASCA BENCANA ALAM

ABSTRAK
Bencana alam dapat terjadi setiap saat dan sering menyebabkan korban, baik harta benda maupun nyawa manusia. Pengelolaan kebencanaan perlu diperbaiki terus menerus oleh pemerintah dan masyarakat untuk mengurangi resiko akibat bencana. Artikel ini mengkaji kemampuan konsultan lokal dalam mengelola proyek pasca bencana dan bagaimana peran teknologi informasi dalam meningkatkan kapasitas kebencanaan mereka. Pada proses rekonstruksi dan rehabilitasi pasca bencana, banyak pihak yang ingin terlibat untuk membantu. Namun demikian biasanya mereka menghendaki untuk menggunakan prosedur, standar yang mereka biasa lakukan, sehingga membuat banyak prosedur dan standar yang berbeda pada saat pelaksanaan suatu proyek. Hal ini mengakibatkan banyak konsultan lokal tidak mampu terlibat dalam banyak proyek rekonstruksi dan rehabilitasi karena kurangnya kapasitas mereka. Agar konsultan lokal dapat terlibat dalam proyek pasca bencana, program pelatihan peningkatan kinerja yang terprogram dengan baik, pengetahuan kebencanaan, dan penggunaan teknologi informasi mampu meningkatkan kapasitas kebencanaan mereka.

ABSTRACT
Since natural disaster usually occurs unpredictable and often causes large-scale disruptions the disaster management must be developed by the government together with the community. This article examines the ability of local engineering firms in managing post-disaster projects and how the role of information technology in improving their capacity. Many organizations are keen to get involved in the reconstruction and rehabilitation projects. However, they tend to use their standard operations procedure that might present many different procedures and standards during reconstruction projects. As a result, many local consultants are unable to bid post-disaster projects. In order to improve the ability of local consultants in disaster management, training program to enhance the performance and improve the capacity of managing disaster have to be continuously maintained. Information technology is also the most important tool that can be used to increased their capacity.
